Forming 20ppc from 220 Russian?

Can you just run the Russian case through a full length 20ppc die, load, and shoot? I do not want to turn necks. What are real world velocities with 39-40gr bullets?

It has to be done in steps,using a bushing die going down to the size you want,by reducing bushing I.D.sizes.It is not a one shot deal.

Thanks for the reply. The 20cal page does not give any information to answer my question. Will the bushings actually resize the entire length of the neck?
