I've used the Sinclair (original) tool for many many years to deburr the flash hole. By the way it's designed, the cutter encased in a tube, I don't believe you can over chamfer the flash hole.
Like others have said, I cannot detect a difference between doing it and not doing it on target. I do it anyway in a effort to produce the most uniform reloads I can for long range varmint hunting.
