In NYS you can get a NON-DRIVER ID. It is identical to a DRIVER License in size color and shape. NON-DRIVER is printed right across it. It is to be used for ID purposes. Not having either one creates major problems when asked for ID proof. I again have no idea what in in the bar code. I went through this with my adopted son who is mentally challenged and will never drive.
I don't know what the bottom line is with FedEx about scanning your ID for proof of age, other than it proves the guy actually looked at your ID and takes the burden off of them, I don't think it's to put you on a watch list or any other sinister purpose.
It's funny how we will support showing your ID to vote and say if you are not willing to show it you must be cheating, but if we have to show it to the FedEx guy to prove our age when they are delivering a firearm we get the red ass.

That private company is delivering a federally regulated purchase to your door, I know that's stretching it thin but I thought it fit, at least a little.Regarding your analogy, I would point out that showing the ID to a state/government official is not the same as giving it to a private company.
All of my triggers are Priority Mailed. LDSi dont wanna scan my DL either but to me its good they are verifying the correct person is getting the package. LGS told me fedex has stacked piles of gun shipments outside their building when they are closed and not there.
