Export Permits

Our non-Americans have an extremely hard time competing in international events due to the difficulty in obtaining state of the art equipment and keep up to date with all the new developments,hopefully not because we are not as good).

I have in the past purchased rifles/actions from dealers and exported same with the assistance of the exporters. The service has always been excellent and efficient.

The whole shooting game is however extremely expensive, especially with new equipment, the exchange rate and the fees charged by exporters for their services,$275-300).

One is also forced to purchase only new equipment, as the normal individual is understandably not able or willing to go through a,in all propability) time consuming and complex process of obtaining an export permit. This makes the game even more expensive.

It will be great to buy rifles/actions from individuals on inter alia this site, get an import permit on this side and then apply for an export permit in the USA. This will mean more affordable,second hand) equipment and avoid expensive export permits.

I have however heard that an individual,and a foreign individual in particular)cannot apply for an export permit in the USA. Is this indeed the case?

If an individual can apply, will it be feasible,time consuming & complex) and what will be the procedures?

Your assistance will be highly appreciated.

Since I might just know why you are inquiring, I swiped this from Stiller's site,which by the way sure looks great now!!):

International Orders
International orders can be trying at best. We have been doing them for about 4 years and "maybe finally have a procedure until the government changes the rules again". We try to use Fedex for these shipments. The USPS is sometimes cheaper, but much more work for us. If USPS is required, we will add a surcharge. The customer MUST supply an Original Import Certificate from their government for us to apply for an Export Permit. We recommend that the customer add extra product to the certificate to cover future needs so only one license need be applied for. We charge $100 per submitted permit. We spend almost $2000 a year for the privilege to apply for these permits. The $100 charge is really pretty cheap when you consider how much we spend and the 1 hour plus time it takes me to fill out the paperwork. It can take a few months for our state department to finish the paperwork. We then pack and ship the items. We charge $10 per package for these shipments to cover the extra packing necessary. Shipping, product costs and paperwork fees must be paid in advance before shipping. Actions, stocks, triggers, barrel blanks, bullets ALL require permits to be shipped out, no matter what the foreign country requires. We also ship an invoice with the items as well as a Customs Declaration,SED). We will not misstate the costs to save duties etc.

It is not really that big of deal to export as an individual; you just need to know who to get the paperwork from. The problem lies in getting the shipper to take it. Especially in reguards to firearms. There is currently no US shipper who will accept a firearm for export from an individual, even with all the proper paperwork.

like you, I reside outside the US and find it particually frustrating that it is exceptonaly difficult to export firearms parts / complete items to the UK. I did make extensive inquiries into having a US based gunsmith make me a rifle at the beginning of the year,Kirby Allen), but, in all honesty, the paperwork was difficult to understand and when I got conflicting advice from the UK customs and DTI, I gave up as it was in the "too hard to do" pile.

I would still like to invest in one of Kirby's or Chris Mathews products and maybe purchase a few componants such as Lawton action's for future projects, so would be interested how this is progressed.
 
Australia signed an FTA with the USA recently and that has only seemed to make it harder fro us to source items from the USA.

Aussie bob is going through the hoops now to try and get some barrels. we shall see how that goes and then proceed from there as the whether it's worth the effort.

I have an order for 5 broughton barrels that I would place right now IF I knew I could get the items- but with the way things are right now there is no wqay of knowing whether they will come or not.

Well here is an update. The PAC-NOR barrels have arrived straight to my door no import duty no phone call asking for the import permit.
Don`t think they were even inspected i sent a copy of my permit to import to PAC-NOR to be packed with the 3 barrels and it was in a plastic pocket attached to the outside of the packageing but don`t think it was even opened none of the tubes were chambered or threaded so realy are of no danger to anyone.
You can make a shotgun barrell from a piece of water pipe.
I may have been lucky if i was its about bloody time too but would like a win on the lottery as well thank you.
