Keeps the bullet from getting welded to the neck
Thank you Dusty, I have a few rounds I loaded a few months ago and I cannot pull the from the case with a hammer style puller and if I use a collet pullet I have to tighten it so much that it ruins the bullet. So I believe you are right. Approximately how long does this welding take to happen?

seemed to be a week or two for me 6ppc 263 neck moderate neck tension

Seat them in a couple more thousands then pull them.
 
If I’m loading for this weekend I load and shoot, but I know a whole lot of F class shooters (including myself) who push bullets back every night at big matches.

I shipped 400 rounds to PHX for the FCNC, they were loaded over a month before the match.
 
A few years back, (2006) I was given 200 loaded 300 WIN cases. According to the boxes, it was loaded in the late 60s. I started pulling the bullets, ( or trying anyway) with a hammer puller. Those bullets were so cold-welded the complete neck was just ripping off.
 
We have also found that when flying with ammunition the changes in air pressure can move the bullets in the cases. I lube the inside of the necks so I do not get cold welds but the bullets will move during air pressure changes. When I fly to a match I seat long and carry Wilson dies and arbor press to reseat and Erik suggested.
 
Whats funny is ive found the carbon in the necks makes it worse. Ive pulled those after a year and the bullets are black in the neck and looked at with a loupe they are corroded and pitted. I always have loaded rounds left over after matches and since i dont reuse the cases ive seen them get real bad after a couple years. The carbon seems to accelerate the galvanic corrosion

Id say at least a couple months or more to get like that. Some powder’s carbon left in the neck is worse than others. Seat them a bit deeper and they will hammer right out
 
I’ve seen YouTube videos where they use Neolube 2 in the necks prior to seating bullets . It’s an alcahol based graphite lube(I think). Bought off Amazon it’s a little pricy. Used in the necks it’s supposed to help avoid neck welding. Pretty interesting results.
