Dumb Question?

Remember I'm new to this and haven't seen a lot of competition rifles. I've been looking at the Stiller Diamondback action and comparing it to other round actions such as the Rem 700. In a couple of pictures where there was enough detail I noticed that the Diamondback action in the stock didn't appear to have a recoil lug installed. Is a recoil lug not used with these custom actions or what am I seeing? Does it have something to do with whether the action is a glue-in or not? How many people use bolt-in on round custom actions such as this and do they come from the factory with action bolt holes pre-drilled and tapped? A lot of dumb questions but if I don't ask I won't know.
 
some customs have a notch machined into the underside to accept a bolted in lug, or just for bedding as is.
My BATs have both depending on the action.

In my opinion, factory lugs forward of the action were a bad design from the git go. But there is a huge aftermarket to fix it:)

It may seem bold, but I'll say it:
Don't try to compare 'custom' actions to factory. They are not really custom, but different.
Don't let a gunsmith try to build you a gun. That's what gunbuilders are for.
And finally, only you can solve your problems. You'll see..
