In the picture looking straight on I can see the shiny line but it’s hard to discern how pronounced the raised lip is. Would it stop a bullet from seating smoothly?

Clearly you are just starting out using the LCD (Lee Collet Die). it is great, until reality catches up to you.
The reality is that after 2-3 times using it you won't be able to chamber your rounds. You'll need a small base die to squeeze the base back, you'll be lucky if that works. You may end up buying new brass. Or you could keep forcing your action until that develops issues. I hope you're using a cheap action.
The other reality is that you have donuts, you just don't know it yet, but you will see it on the target soon enough.

You have to keep the size in check with a fl die or itll get to the point they wont come back. If it hasnt happened yet it will given the right situation

You gotta do what you feel is best but this is how i feel- first off i dont feel like using 2 different dies timewise. Second is tolerance stacking- one die moves it .001 off center and the other does too- now you got some that are .002 off and some that are straight. Using a fl bushing die we can get the correct neck tension AND size the cases in one swoopI do use a FL bushing die.
I use both a Lee Collet and FL bushing die. The Lee collet's mandrel should help with donut issues from what I've read. And so far doing it this way has made my brass much more consistent than before.
The ring is only a few thousands high but you can feel the bullet hit it.
Full disclosure - this is not my case. Private tuffluck was discovered hiding these donuts and is now on latrine duty.
