With VV N133, we list a start load of 20.5 and a max charge of 22.7 with that bullet.

I know you are asking about VVN133, but might I suggest you consider trying BLC 2 for those light bullets in your rifle. I've had great success in my .223 bolt gun (1:8) for the lighter bullets, better than VVN133 ever produced after extensive testing. Just a suggestion.
