Dirty 17 HMR ammo

I'm new to the 17 HMR and have noted that ALL my ammo as it comes out of the factory plastic boxes has a greasy residue on it. I can wipe the ammo and get a black material similar to what I see when I clean off the sizing lube from my CF rifle cartridges. This residue is even to the point that the Hornady ammo plastic tips appear dark, rather than bright red.

Anyone else noting this and if so, any idea what is causing this?

I got tons of new boxes of winchester ammo that is dirty not to mention that i get about 5 to 10 misfires per box. I think quality is gone in this type of market.
