Who are some good builders? Not going to shoot competition or anything just looking for a little better than factory and not wanting to break the bank.

I can vouch for two that build fine rifles...tactical or hunting. Clarence Hammonds in Red Lion PA, & Aaron Roberts (Roberts Precision Rifles) in Spring, Tx.
 
None are cheap and you should pass on one that is significantly cheaper unless you know someone who has personally had work done by him. There are a ton of great builders that will do you a good job. Just to name a few that aren't already mentioned - Beanland in OK, Jon Trammel in Breckenridge TX, S&S Precision in Denton TX, Jonathan Stigall in Cleburne TX and Greg @ bugholes in TN.
 
What's your location in TN? Maybe those TN guys can help you find something locally….There are hundreds of gunsmiths in the US who can build you a rifle. I would suggest doing some research locally as I have recently done. Look up some BR guys in the area, see who they use, probably a local smith or they even do their own work. There a ton of benefits of finding a local smith, convenience of being a drive away, no shipping, FFL transfers can likely happen there, great rapport and relationships, shooting locations/range ideas, hopefully faster turn around times, etc….
 
Why don't we just name every gunsmith in America the way this thread is going. The poor guy going to be totally confused if we all start naming every gunsmith that we know or use. Steer him to Alex Wheeler. A lot of guy's know him from this site. I don't know him from a hole in the wall, but from what everyone say's he knows his shit, and I heard his prices are very reasonable also.

If Greg is within driving distance to you he would definitely be worth the trip.

Dave Bruno up in PA. just finished chambering another barrel for me, he does excellent work....and has built a few championship winning rifles in all disciplines.
