The top notch makers are pretty much equal, but that list isn't that long. Action choice also boils down to the intended use of the rifle. Stiller and BAT make Benchrest actions as well as hunting and tactical actions. If you wan't to build a BR rifle, a Predator would'nt be the best choice, on the other hand, for a hunting rifle, a Viper is just too tight to be practical. Same is true of BAT as well as others.

For a down in the dirt F-Class action I would consider and look for a Rem 600 or 700. Though not Custom they might last longer than a tight tolerance Custom if the dirt starts flying.

Stiller is the only game in town if you want a drop-port which is a heck of a smart ejection system that avoids the need for a plunger ejector.
The only negative on a drop-port is that you are limited to a PPC/6BR style case. If, later, you decide to use the action for a bigger case, the drop port ejection won't work.
Friend German Salazar just got one of the new Borden Alpines and he his very impressed.
The guys I know with the new BAT trilugs really seem to like them.
If I was building an F-Classer, I'd go with a Barnard, unless you absolutely need stainless. The Barnard is strong and smooth and comes with a good trigger that is light enough for F-Class work.
