Without changing anything else, try a different scope.I zero my scope at 100 yards. When I shoot at 200 yards (no wind) it is 1/2" to the left. It is the right on the horizontal line just 1/2" to the left and good groups. Then I click back to 100 yard and it is dead on. Suggestions.
Could be a parallax issue. What brand and version scope are you using?

Is your scope level?
+1 on the scope being level and scope base holes out of alignment.Agree...I would start here.
