Correct Brass Prep/Reloading Sequence

Just checking to see IF I'm correct in my brass prep/reloading sequence.
I full length size, trim to length, neck turn to 3/4 contact, clean, prime, powder charge then seat bullets for new brass. Eliminating the neck turning after the first turning for reloading but add to the beginning deprime, clean, anneal.

Why would you deprime, anneal and resize new brass?

We anneal new brass and neck skim them before loading.
