concentricity gauge question

I just got one of these and I am trying to figure it out. I have never used one and am just curious does the indicator go on the upper part of the neck or the bullet toward the neck or does it matter.The guage is a little wiggler brand, thats probably a crazy question but I just dont know Thanks.
 
It's been copied by Hornady, so you could probably download their instructions.

Won't do you any good to measure off bullets, as the bullet is pinned stationary.
I would measure off center of case body with it myself, so that I could read as much of the runout as possible.

I believe the spring loaded fingers are to somewhat center on case necks without a bullet.

That black plunger on the bottom is for neck bending.
Oh, I'm not an experienced user of a wiggler. Never heard of it till you mentioned.
But I've stayed at a Holiday Inn Express.
