Commercial Mauser 98?

Here is a Mauser 98 action, Oberndorf marked, with thumb cut and stripper clip slot - but with what looks like the Mauser commercial banner on the rear receiver ring. Is this a commercial action or military?

Mauser's famous rectangular banner logo, first used in 1909, appeared on an export rifle called the “Standard Modell,” which would become known in collecting circles as the “Mauser Banner.”

Probably a military receiver, as the commercial banner is on the rear ring and the receiver has a cut out for loading magazine clips.
