Cocking issue with bolt

I have a 6.5 Creedmoor built on a single shot Rem 700 action with a Shilen trigger (including safety and bolt release). However, I've recently noticed that when cocking the bolt, it doesn't always seem to cock properly and I have to cock and recock the bolt, sometimes jiggling it, so that it catches and it becomes ready to fire.

Any idea where I should look to fix this issue?

Trigger adjustment, The height of the sear is barely enough to catch, So it will catch sometimes and not other times, Not good.

Could need to be be cleaned too with lighter fluid.
 
So I should slightly adjust the sear engagement screw for more engagement after cleaning the trigger? Is this the problem Remington calls "follow down" where firing pin gets moved to uncocked when closing the bolt?
 
If the pull weight spring is not compressed enough the trigger may not reset reliably, particularly is the sear engagement is marginal.
 
I had a similar issue with mine, I had to slightly pull out the bolt and it would cock. If you tried to simulate a dry fire without pulling the bolt out it would not cock and the firing pin would fall. It ended being the extraction cam on the bolt. Bolt was not timed properly at the Remington factory.

Factory trigger or aftermarket?
 
I think I've "solved" the issue. The Shilen trigger is supposed to go from 1.5 lbs to 3 lbs, but it was set at around 8 oz. So I reset the trigger weight so it was half a pound heavier, and no more obvious issues.

However, I did find something odd about the trigger. You were supposed to increase the pull weight by screwing the trigger in and lowering the weight by pulling it out. However, I found some inconsistency as I slowly screwed it in (clockwise, as per Shilen instruction sheet). Sometimes, it seemed to get lighter as I pushed it in and then became heavier again as I pushed it in further. Perhaps it was just an inconsistency in my Wheeler trigger pull digital scale.
 
Factory trigger or aftermarket?
Remington 700s are set up from the factory with some cock on close, which is what you experienced. You can modify the action to eliminate it but that may shorten the firing pin fall too much for best ignition. The reason that the factory does this (IMO) is to spread out the cocking effort so that it does not peak as high. If the cocking cam was set up to give the same pin fall as yours came with, without any cock on close, the cocking cam would have to be steeper which would mean increased cocking effort. Generally the whole cock on close thing is related to benchrest shooting off of a rest, and trying to minimize the disturbance of the rifle in the bags.
