All good advice but as to your original problem. It’s called a drop tube. You’d be surprised how much extra powder you can fit in a case using different methodology.

It’s quite safe, as long as you choose a tube material that isn’t affected by static electricity generated from the moving kernels inside. Otherwise you’ll see kernels getting stuck, or ‘bridging’, which will lead to under- or over-charging when those stuck bits finally come free.

Size is determined by what cartridges you’re loading. Usually there’s a belled end to ensure tight fit at the case end while the other either bears a funnel or can accept the skinny end of one into which powder charge is dumped.

And by the way you do NOT want to use plastic anything when black powder reloading. Static + BP = BOOM!
