As far as I know the only "SST" bullets are Hornady. I have bought 1000s of Nosler bullets and all were clean and dry. I hope the OP will tell us the brand of his oily bullets.

My experience was waxy. Definitely NOT oily. Big difference. I first noticed the problem in 100 round plastic boxes and I thought that was the cause. But my last box was the 500 count packed in a plastic bag in a cardboard box had the same waxy, dull finish.

Bet a chrograph will show ES & SD ! Will also wager there will be vertical spread. If someone can shoot, well. enough.
