CIP Reamer spec needed, 284 Winchester

A C.I.P. print will always be in millimeters, and that is what you asked for, a CIP drawing. Europe doesn't use English units of measurement. To convert, multiply millimeters by .03937, and that'll give you the measurement in inches. The result will give a measurement in inches that'll go to five places to the right of the decimal point. Or, there are numerous mm to inch conversion calculators available on-line. Chances are, CIP specs mirror SAAMI specs as the .284 Win was an American development.

Don't know why the OP is looking for CIP dimensions, no practical difference between CIP and SAAMI specs...
Went through this exercise for a .284 Win Match reamer a year ago.
Had an opportunity to pick one up for a build, brand new (no wait...)- but was ground to CIP specs (with a tighter neck).

Checked all dimensions on print (and discussed on the 'Hide as well)- any differences noted between the prints were well within the dimensional tolerances anyway. Exactly the same animal.

In the case of the 284 after research, I found the same thing as you tobnpr.

Since Lapua, Norma, and other European brass runs larger in the web and neck than American brass, some of the reamer prints that I have for this brass designate CIP on it from the reamer maker, which is what caused my confusion. I assumed that they had converted mm to inches, indicating larger dimensions than SAAMI dimensions. This was an incorrect assumption, it was just a custom reamer designed for European brass.
