choosing a a velocity speed and powder for OCW

How do you choose a speed and a powder you want to use when trying to get the best OCW ?
Im shooting a 243 win with a 26 inch heavy varmint barrel with a 1-9.25 twist. i have tons of 70 grain Nosler ballistic tips i would like to find a good load data for. What speeds should i be looking at were one would find a Node ?
 
I am not a 243 expert, but there are 3 or 4 very good powders for the 243 and bullets in that range. You need one of the 243 fans to chime in with the short list of powders. Finding one of those powders will tell you which one to start with. For the starting powder charge look at several reloading manuals to get started.

Don't forget to look at seating depth as well.
 
To find a powder fit look at a reloading manual that has speed and pressure. The powder that makes the most speed with the least pressure is a good place to start.
