If you want to use one right out of th box without spending more on it a Marlin model 60 on average is more accurate than a 10/22 out of the box, I have proven this several times with my model 60 that I keep for plinking

Going by 'cheapest', I'd suggest the Savage model 64F .22lr at $140 List. I had a chance to sight in a new one for a friend last Summer, and that puppy could SHOOT!.

22lr rifles are good and accurate, but range is very limited. AR15's can be very accurate these days and will provide the added range to hit the P-dogs a 22lr can't touch. I recently built one with a heavy custom X-Caliber barrel, which was the most expensive part. The rest of the build is budget priced accessories except for a Rock River match trigger. It will shoot 5 shots under a 1/2" at 100 yards. Double-stacked 30 round mags will make for some quick varmint population control.
