I'm in WA and online retailers generally only charge sales tax if they have a physical presence in the state. Bullets.com is based in WA so they have to charge sales tax, and Amazon also has facilities in WA (and all over the country) so they charge tax. If I buy through Amazon from a seller who is not in WA, then I don't get charged tax.
