Did someone turn the shoulder, instead of the neck?

it almost looks like someone used a file against the shoulder and spun the case to get their headspace needed cuz it wouldnt chamber
and a chip got stuck right in the middle and cut a groove

Not sure what the OP wants to know. The round appears to have a cracked neck and shoulder. However, again, I’m not sure what the question is?
 
Is this one of those deals where you size with the shell holder touching the die and it's still too long to chamber so you turn it to fit?
 
If it's a full blade width neck turn into the shoulder, and you can barely feel with fingernail. Its not an issue to fire it. The shoulders are thicker brass than the neck. It will iron out in a firing.

Yeah, like a bad die. I had a similar line at the neck/shoulder junction with a new bushing die. The Mfr left a burr on the end of the shoulder. A bit of 1500 grit soaked in WD-40 took care of it. This one looks like there's a burr in the middle of the shoulder as well.
 
Dull reamer, perhaps?

Rented one that left shoulders like that. Which is one reason why I no longer rent reamers.

If you had fired it and the neck broke off the rifle would not have blown up. I see brolen off necks fairly often at matches.

Looks like there is too much powder in the case and the primer is in backwards.
