cannot get thru hardening on a die conversion

trying to convert a fl busing die to a neck bushing die only
( 6,5x47 to a 6mm gt neck bushing, 6,5x47 is listed as the parent cartridge)
the gt is a bit shorter, and i am having no luck getting thru the hardening.
thinking maybe shorten the die first and then maybe be "under" the hardening ??
open to suggestions

You won't do it with hss, no matter how sharp! The one I did with a carbide bit took some pushing to get through. Under the hardening it machined very nicely
 
If the metal is steel and over 55 Rockwell the CBN will cut it . If the material is case hardened 55Rockwell + it will work. Once your thru the case it won't. Switch to carbide. Have cut case hardened steel that around 62 Rc all the time with CBN ,holds up way better than carbide.
