California CCW Restrictions Not Passed (For Now)


Forum Boss: Yes SB918 failed in a vote in the CA Assembly. This is not really a huge win. Because the same restrictions will likely come back next year, just with a bill format (non-urgency) that does not take effect immediately.

Unfortunately, it is too early to celebrate. This bill was "defeated" only because it did not achieve a 2/3 vote in the CA Assembly. The bill came up just one vote short (see Video at 5:40). The bill can be changed to no longer be an URGENCY statute (which is effective immediately), and then pass by majority vote. It is virtually certain it would pass by majority vote.

The Bill's author, State Sen. Anthony Portantino, vowed to re-introduce the bill next year.

But that would be next year, as the 2021-2022 legislative session has concluded.

Two-thirds vote required because of the bill's urgency clause (putting bill into effect as law immediately). If the urgency clause is dropped, the Dems can still pass the bill. An urgency clause requires 2/3 vote (i.e. supermajority).

Due to these constitutional provisions, the two major distinctions with an urgency clause statute, as opposed to a regular statute, are the vote threshold requirement and the effective date. Instead of the usual simple majority vote required of most bills to pass, an urgency clause statute requires a super-majority vote on both floors of the California Legislature.

FYI, the Dems in CA have been pushing the anti-gun bills through on "urgency" basis so the laws go into effect immediately, not after January 1 (or later). There are two main reasons for this. One is to prevent the law from being challenged in court before it becomes effective, and the second is to allow Governor Newsom and other politicians to brag about the legislation immediately -- to use the news for political ends.

That tells me a lot about average California citizen.
 
I'm hopeful that if/when it does again come up for a vote, that somehow the ruling of
the U.S. Supreme Court will be represented to the decision makers in a way that will hold
them accountable.

Most of the Legislators in the California Assembly and Senate have little concern for the U.S. Constitution, or the efficient use of state tax dollars for that matter.

As a kid growing up in California in the 60s and 70s we truly had some of the best roads in the nation, and schools rated in the top 5%. My own high school, for a couple years in the 60s, had the highest number of Nat'l Merit Scholars of ANY public HS in the country.

Now the roads are falling apart, school performance is declining, and taxes are higher than ever. Crime is rising, and all the Legislature seems to be able to do is restrict the rights of law-abiding citizens while taxing them more...

One reason is just population growth. When I was born in 1955 there were 13 million people in CA. Now there are (officially) 39 million. So CA population has TRIPLED in my lifetime.

It's interesting that all the Woke Green New Deal advocates say NOTHING about reducing California's population growth rate, though that is probably the single most important thing CA could do to protect its citizens. One survey has predicted CA's population will grow by 20 million in the next 25 years.

Sooner or later we are going to have to face the reality that the political class with few exceptions has been bought and paid for by another mega wealthy elite with
a global agenda, I just read that CBDC's (Central Bank Digital Currencies) will be introduced to this country early in 2023. That will be the beginning of total control.
 
Better get in your gas powered cars and get the hell out of there fast as you can. That is if your not a democrat. To many democrats ruined their states are moving into red states to dilute them so they can ruin every state in the nation.
