Nassau and Suffolk counties are on Long Island for those that are unfamiliar. Those are perhaps some of the most congested counties outside of the cities. I don't blame anyone for getting out of there. As others have said, it's very difficult to leave the ground that you have played on as a child, worked extremely hard on with many generations of your ancestors, many whom are gone now, and to leave family that remains. What is steering the direction of the state, in an undesirable direction IMO, are the populations in the cities. In terms of area, these are small portions of an otherwise beautiful state, and I mean this from the perspective of the outdoors, and countryside. Giving up on what I consider home, would be a very difficult thing to do. I get the logic that the length of our lives is very finite, so we should enjoy ourselves, but in terms of leaving NY state, I'm not willing to concede just yet. The other thing is, if anyone thinks that what is happening in NY, or has happened, could not happen in their state, at some point, is just overly optimistic.
Getting back to the OP's post, many retailers have no idea what they are supposed to record. The big stores likely got direction from their legal departments, but the small, local shops have not received clear instruction. That may change, but at the present time, they are in limbo. Delivery of components has remained unchanged.
