Bushing issue

I set up a new custom die last night to size my 284 brass, the bushing that I ordered with this die is tearing up the necks on a few of the test pieces.
I made sure the bushing was placed in the die correctly, necks were lube with imperial dry lube and also tried unique case lube. With my Redding die and bushings this was never an issue. Same reloading process never showed this problem.
So I removed the custom makers bushing and installed the Redding bushing and problem solved. These are the same sized bushings and a “quick” measurement with a set of calipers verified this.
What gives?

I should also add the necks were all cleaned, freshly anneled, chamfered, and of the same thickness. I WILL say that I’m sizing from .319 to .309 with a .310 bushing. Never had a issue with the Redding bushing.
The custom bushing is steel as well as the Redding bushing. Maybe I should try to size the necks in two stages, say .315 then .310.?? But why will the Redding bushing work and the custom won’t?

My best guess is the bushing may not have been finished correctly. No tappers or not polished?

What kind/brand of bushing is the custom die using?
What does 'tearing up the necks' mean?
Why are you sizing new necks down 10thou?
Is this attempting FL sizing of your necks?

I had a problem with a bushing creating longitudinal scratches on the necks when sizing. I tried cleaning the bushing, but they reappeared.
As the OP posted, I had cleaned then trimmed in my Giraud trimmer. Upon looking at the trimmed cases, I could see some small flecks of brass from the trimming. I dumped the whole batch back into my vibratory cleaner and ran it for a couple minutes. This cleaned the brass particles off the cases, and from then on, they sized cleanly with no scratches.

Now I trim first, clean second before sizing.

I WILL say that I’m sizing from .319 to .309 with a .310 bushing. Never had a issue with the Redding bushing.

That’s a large reduction for one pass! Two, perhaps three, passes may be required. Redding has info on their web site. Regrets that I was unable to locate it and post it here...

I have done a reduction of .010 before on one pass. However, that was on cases that had been neck turned. Now, even on turned cases I rarely downsize more than .005.

These are the cases i tried sizing last night. Two are norma that were skim cut to .015, two are some win. Brass that that were not turned or annealed. All four were with the custom die. I do not want to say who made the bushing untill I talk to them personally.
It occured to me today that not all of the cases were chamfered. I was planning on trimming those cases tonight. So the idea that i pulled some brass up into the bushing seemed logical. Thank you to 243winxb for that reminder of the thread, i had forgotten about that. So today when I got home I checked out that bushing and found some brass coloring but no scratching or bright brass markings. I then cleaned the bushing and ran a brush with some ISSO on it with a drill motor and got it shiney.
I figured I would Try to size the necks in two passes and see how that would turn out. I set up the new FL die and an .314 redding bushing(the largest one i had) That pass FL sized and squeezed the neck down to .313, then i installed the custom .310 bushing. You can hopefully see from the picture that it left a sharp edge near the neck/shoulder junction and run out is .005 TIR. So cleaning and polishing the bushing didnt help.
I then sized another piece of the Win. brass but I used all redding bushings and all is fine and run out was actally a little better.
To answer some questions;
AJC. The bushing looked good to me, both ends have a slight bevel.
Mikecr. The fired brass neck dim. Is .319
Loaded dim. is .312, i size down to .309
I skim cut the Norma brass to .015 from factory .016
