Burris Eliminator legal in Colorado & Wyoming?

A friend is looking to pull the trigger on a Burris Eliminator but wants to make sure there isn't some wierd law prohibiting their use.
 
You should check the regs on line for WY. Something sticks in my mind that says it is, but they've changed a few things in the past year. Like... silencers.
Also, laser usage can make it ineligible for getting into some books.
