Budget case trimmer

What's the best budget hand held case trimmer for 22-250? My brother in law has 100 cases that came with a rifle he wants to reload and new to reloading. He doesn't want a lathe type just something hand held.

I think a Lee would be the ticket. Only downside I know of is you cannot adjust the trim length. It trims them all to the same factory set length.
