You really need an action designed for the small, rimmed cartridge. CZ makes and sells actions just for the Hornet.

First off, if I wanted a smaller cartridge, I would go with the 221 Fireball. If I really wanted to make a hornet on a Remington, I would open the bolt face to roughly .500 then fit the barrel using an extension which would fit down into the bolt face and provide material for a rim recess. It would be best to use a non-rotating extractor but a Sako-type would work; it would just require that more of the extension be cut away. WH

I have cz 527's in 204, 221 fireball, 20 vt, 17 Mach IV, 17 spartan, and 17 hornet. I also have a rem 700 in 17 fireball that I never shoot and a spare 17 caliber Lija barrel. That's the one that I would like to have made into 17 squirrel but it looks like it may not be practical.
If I had the 204 bbl swapped out to the 17 bbl, could I swap bolts back and forth from the 17 hornet if they were head spaced with the same bolt. Have a switch bolt rather than a switch bbl.
