Blue 9mm bullets?

I've shot a pile of these from DG Bullets. They occasionally have a 10% off sale with free shipping.

 
They're pretty standard powder coated cast lead bullets (which are available all over, with each saying they're special for one reason or another.)

Start with load data for cast bullets, and you can usually work up to faster loads as the coating works well to prevent leading. Don't over-crimp (especially if you're roll-crimping) as you ideally want to avoid cutting through the plastic.

I should mention that Glock advises not to use cast bullets of any type, and most firearm manufacturers advise against using reloads of any type. [That should take care of the liability aspect.]
 
1.05” to 1.10” COL has been ideal for me using the Hornady 115 gr HAP in 9X19.
The truncated cone bullet should do equally well at that length.
