I think the reason it is listed as "clone actions only" is because factory 700's have a bolt release built into the trigger and the Diamond doesn't. If your 700 has been modified to not use the factory bolt catch I don't see why they wouldn't work. They both use the same attachment to the receiver.
TT told me the Diamond specs are very tight. The factory 700 is all over the place so they don't want to offer it with the bolt release.

The TT REM 700 Special is offered with the bolt release. The lowest setting is 1 lb which they are confident with

TT says it's because they don't feel that factory Remingtons are TIMED properly, But they feel ALL "Clones " are. I guess you could ask the Smiths that work on "Clones" if ALL of them are timed properly when new.
When I talked with TT tech support, they also mentioned that dimensions on Rem 700's were not held as close tolerance as the clones.

From what I've heard about the actions from the new/revived Remington, their actions may be close to clones on tolerances.
