The piece is priceless- thats why i havent had it burned out. A walton tap extractor will not work- not only is it stuck (hence the breakage) its broken off at an angle so the fingers break off the extractor.Dusty, A carbide end mill may work. Never had much success with end mills as they do not like interrupted cuts (rough surfaces). Another option depending on the value of the workpiece is a carbon electrode EDM. If you go that route, be sure to shield of the surrounding areas.
Ill get a picture soon. But its an 8-40 tap broken off at an angle and the highest part is at least one thread under the surface. Not much to do anything withI think you need to post a picture.
It might be possible to turn or grind a single purpose tool to try to grab it and back it out but that's another option of last resort.
Some times you can weld to a broken tap to back it out but this sounds too small for that.
