Applied Ballistics will let you do this, Shooter will too. Shooter adjusts the velocity, they call it "Velocity Calibration" and it's available from the "Table" screen. AB also does this from the "Table" screen, but they call it "Ballistic Calibration" and it will allegedly build you a custom curve (bc & velocity.
I would advise you use your chronograph/actual velocity rather than mess with the velocity because errors may popup. Use the chronograph velocity and then tweak the BC of the bullet to match what is happening downrange. I had to do this for my ELR rifle. I dropped the BC of the 180 Hybrid down to .335 and it started to match what I had observed and recorded.
In Shooter, you can use "Banded/Stepped BC". This allows you to use a different BC as the velocity drops, just like Sierra's listed BC's.
