Beginner seating depth?

Would you guys recommend determining powder charge first? Maybe dial it back to .005 off the lands while increasing powder loads, looking for signs of pressure. Then worry about seating depth.

clunker, another way for the sharpy method is to polish the bullet ogive with #0000 steel wool. Use a hand lens to examine for rifling maks. Polish after each time to refresh the surface.
