Define "starter press"?
From my experience, that means either not willing to shell out money, or afraid of wasting money spent if you don't stay with it. Either one is a mistake, IMO.
The parallel would be like, say, buying a car. "I'm a new driver, and I need a car, so I'll buy [insert cheap crappy car model here] so I don't lay out a bunch of money." That means in a couple of years you'll be laying out more to replace the thing.
Get a decent press to begin with; it's worth it to avoid quality/tolerance issues at the outset. Doesn't have to be expensive (the midrange models from the Big Three or Four or whatever are all good stuff); just stay away from the "I'll buy the cheapest because I'm new at this" mindset.
