Barrel Cleaning question

I bought a used Ruger No. 1 varmint model in 22-250 and am having trouble getting the patches to come out clean. It does not appear to have a copper fouling problem (no blue colors on the patches) but no matter how much I scrub with a brass brush and solvent soaked patches - I still get gray colors on the patches. I've used both Hoppes #9 and Shooters choice solvents plus a couple of sessions with non-imbedding type JB bore cleaner. I have not shot the gun yet because I wanted to start with a clean bore - still not there yet! The rifle is in excellent shape and does not appear to have been used a lot - just cleaned less than it was used. Any suggestions would be appreciated.
 
Best to have it bore scoped. Barrel may be clean. Even my comp guns show a touch of light grey on a clean cotton flannel patch but the bore scope shows no jacket or carbon fouling. If you have brushed it with a quality bor cleaner and also JB'd it my guess is it's pretty clean and without having it bore scoped, you won't know if any trouble spots are there or remain.

No need to over clean these barrels
NOT sure about Ruger #1 but other Ruger rifles are Hammer forged which make them naturally more difficult to clean to pristine condition.................... shoot & clean until you've attained smallest group size then QUIT cleaning.

JB always comes out black. At least the gray stuff does in my rifles. You can rub it on the outside of the barrel and it will turn black. Not sure why that is. It's also not necessary to clean it down to bare steel.
