BAD POWDER

Several post say the fine red powder in deteriorated powder is rust. I think it is unlikely that it's rust. There is too much of it to come from the tiny metal cap and it's distributed throu out the entire contents of the can. It must be a decomposition of the powder itself.
 
I just Lost, the Last 4 Pounds of, WW2 Bruce Hogdons 4895 ( $.50 cents, a Pound Gun Powder ) that was Used in the .30-06's,.. 80 -85 years ago.
It ate through, a Chachies Salsa Plastic Jug and Fumes / Rust, was,.. Everywhere !
That chit shot Awesome, in my .22-250 w/ 50-55 gr bullets, up Til,. a Year ago !
My son thought that, the Clear Plastic Jugs I used, was NOT Compatible with, 85 year Old, Toxic Gunpowder
It pains Me to replace, the Old 4895, w/ New IMR 8208xbr at, $59.00, a Pound ( I'll get over it,. somehow )

FWIW, I had 1# of (IIRC) IMR4064 that went bad. It smelled sour and had red dust in the can (at the time it was a 30-year-old metal can). I put the powder into a pan and ran a magnet through it. The red dust stuck to the magnet. I called Hodgdon (owners of the IMR producers) and asked whether I could use the powder if I fished all the "rust" out of it first. Of course, they said to trash it. Thank God for ambulance chaser lawyers ... imagine the questions we could get honest answers to if they didn't exist!

I had some v160 it looks no bad smells black in color it ate my brass in 30-06 put holes in the shoulder an around the bullets talked to the powder co I got a song an dance
 
The red dust is iron oxide (rust) from the metal cans rusting inside. Just handling the can will disperse the oxide dust throughout the contents. I salvaged several pounds of normal ether smelling powder by pulling out the oxide with a strong magnet. All six pounds of the affected product burned normally in my hand loads.
