Margarita Gun Club (SMGC) received by the MCIW-MCB Camp Pendleton G-3/5
(Operations, Training, and Plans) office for a modification to the existing Real
Estate License Agreement (N6871192RP02Q35):

recent changes to SECNAV policy regarding Non-Federal Entities and use of DoN
land:

> A) NAVFAC administrative processing fee's associated with new license
agreements (approx. $3,000.00)
> B) The execution of an Environmental Conditions Report checklist with all
costs associated with this effort to be borne by the SMGC (no clear-cut
estimate, but most likely in the thousands of dollars...)
> C) Fair Market Value for use of the range (s)...
> - This would also require a Fair Market Value Appraisal, for which the SMGC
would be responsible for all costs associated with this effort; to include
subsequent costs associated with use of the range, based on fair market
value...Again, no estimate readily available for the aforementioned costs,
but it's fair to assume costs would be well into the thousands of dollars.

> In short, there is a "pay for play" mandate in effect. Even if the G-3/5 were
to support expanded range use for the SMGC as requested, a new agreement would
need to be established, bringing all factors identified above into play. We
understand there has been a long-standing relationship between this installation
and the SMGC; however, this installation is bound by Secretary of the Navy
policy and guidance.

Any policy can be waived,you'll just need to find an Admiral to listen,cooperate,delegate.
 
Santa Margerita Gun Club is a 60+ year old club that shoots matches at Camp Pendleton, Oceanside, CA. There are elements on the base that have been looking for ways to be rid of the club for 'personal' reasons for some years now. I shot with them when I was still in CA and they are a GREAT bunch many of whom are military vets (the vast majority in fact) who run respectful matches in accordance with ever demanding Military ROs and commanders. The threat of losing access to the base has been hanging over their heads for some years now. Frankly I was always amazed as many of the competitors have been active Marines stationed at the base!
GME and Steve Blair will probably chime in as well as they have been shooters there far longer than I was.

Sounds like its going to very expensive to meet all of the SECNAV requirements. As stated before it might be cheaper to get this Estate License Agreement waived. I am not part of the SMGC but live in SoCal and would like to continue to see good law abiding civilians have access to shooting ranges on OUR military land, therefore I will help do anything I can do to support the SMGC efforts.
 
I have lived in California most of my life of 69 yrs. I ended up here because my family moved to CA back in '62 that resulted from employment opportunities. Went to high school here, joined the military here, got out of the Army and joined Law Enforcement and had a 31+ yr career in lockin up crooks and politicians. Even had the pleasure of attending a Sniper School (as part of my employment) at Camp Pendleton in 1983 put on by the DOJ, where the instructors were military Snipers as well as Law Enforcement SWAT Snipers. The one continuing thing I've noticed over the years, has been and continues to be, a decline in the number of SHOOTING RANGES available to civilians. That change is actually the result of some damn builder wanting to build something, anything on available lands. But the most impactful and HUGE factor are the damn LIBERALS we have here. And LIBERALISM is a pathetic disease, especially when it spreads into our military. But make no mistake, if you are an avid shooter, don't come to Californicate because there aren't that many places around to shoot anymore, not near what it once was. And as far at shooting at Camp Pendleton, though government land, its just another wonderful example of that POS and weak kneed clown the liberals elected into office as President. That guy couldn't find his backside even if we formed a Search Party. To me, no longer allowing civilian shooting group like SMGC, is just another approach to removing guns (and gun owners) from the population. And NO I'm not a conspiracy nut case. Just realistic in having seen the LIBERALS ruin this state and our great nation in general. Don't forget, according those diseased individuals, guns kill people, not people. Go figure how these idiots get up in the morning and go to work, for when they look in the mirror, they see the biggest enemy they'll face all day. UNBELIEVABLE!

A little more background information...

SMGC wanted to add more ranges to our rental agreement.

SMGC was told that to do so, all of the new SECNAV requirements would be applied.

There is 18 months left on our current rental agreement and we are still operating.

Camp Pendleton is the messenger of the new requirements.

SMGC is asking for your help by contacting the politicians in the OP to see if they can help the club by obtaining an accommodation to the SECNAV requirements.

That's a real sticky situation. Camp Pendleton is a Federal Enclave, and the Federal government has exclusive jurisdiction over that land. They make the rules.

Don't know if you've considered this IN ADDITION to the other ideas you mentioned, but have you or whoever heads up your GC, tried to set up a meeting with the Camp Pendleton Base Commander? I live in the High Desert and there is an area named Johnson Valley (out here in God's country) where the Off Road bunch has several events and even where the "Weekend Warriors" take their toys to play. The land is actually part of a federal reservation that is just beyond the Twenty Nine Palms (Marine Base) firing ranges used by Marine aircraft and Big Guns target shooting practice. Anyways, the Marines wanted to extending their firing range that would have eliminated the Johnson Valley area in being open to the public. Letters were written to every brother's Mother and Politician, PLUS a group of the Off Road folks went to the Twenty Nine Palm Base after setting up a meeting with the Base Commander. That was done to explain first hand, why this area is so important to remain open for use by the public. After further consideration and after a decision had already been announced that the land would be closed off, with the assistance of the Marine Base Commander, the decision was REVERSED and the land now remains open to the public for individual and family camping and entertainment. Just a thought. Good luck!

The SMGC is in the process of learning about the SECNAV requirements and how the club can continue to operate on base after our current agreement is up.

Informing the politicians of our problem and showing them the support that we have is a first step.

We have a good relationship with the gunners of the ranges that we use, and the base itself.

There are other organizations that have been caught up with the new requirements and they are trying to work through them too.
