The m die may fix it.
The picture at the top, bullet on the left looks good. The blunt hornet style bullet I imagine is off center. I would point you towards a seating issue.
The pics are from a Berger 40gr and a 35-Vmax. Both loaded rounds have the bulge. If you turn the case around the bulge is on the opposite side.
The necks are thin - but these small neck cases respond better to a skim turn more so than any larger, "target"-sized calibers. Doing a 80% skim won't affect the integrity as the low 20% not skimmed was the weak link to begin with. Also - small flat-based bullets can definitely be a problem with a die or bushing that takes the neck down a bit more than suitable for the bullet. It is usually this condition that causes cases to collapse when loading this small round. As others noted - the boat-tails alleviate this problem a lot.I definitely wouldn’t turn there necks there already very thin.
