Which is better and why - what are the changes?

Better is not easy to quantify. One view is that Anschutz thought the 1813 was better, as they made the 1813 rather than the 1413 (or 1613).

The changes are simpler to describe. The 1813 has a more complex and user-adjustable trigger than a 1413. 1413s can be found with single, stage two stage, or double set triggers; none of these are bad. The 1813 two-stage is usually easier to adjust though. An 1813 bolt has a lighter faster firing pin, and a curved bolt handle. Stocks are broadly similar; ie thumbhole + adjustable butt. A 1970s 1413/1613 stock is functionally identical to an 1813; the 1813 is a little less deep and a little more square up front.

Accuracy should be broadly similar, really coming down to the individual barrel, and usage over the last 40+ years. High-level 3-Position shooters might benefit from the faster 1813 bolt

The 18xx series, including the 1813, were produced between 1980 and 1988, and so are newer than the 14xx series, including the 1413. The 14xx rifles began production in the early 1960s.

Barrel quality will not be determined by age, although it may be reasonable to expect older rifles to have seen more use. Nevertheless, many older 14xx rifles still shoot very well. My 14xx rifle, originally a 1973-made 1411 with a prone stock (a model which has the same barreled action as 1413) shoots as well as my forty-years newer Anschutz. Ammo selection will always remain key for accuracy.

The triggers on the 1813 will be the 5018 trigger, which is still in use on current production single shot Anschutz match rifles. The 1413 will have one of likely three triggers, very often a 1407-U9 so-called "hair trigger", the pull weight for which can be in the low ounces. Another possible trigger is the 5039 double set trigger, which is less common, but has an even lower pull weight.

The earlier 1413 stocks didn't have an adjustable cheek, this was introduced in about 1973-74. The 1813 will have an adjustable cheek. Both have a butt plate that is LOP adjustable.

Which is better and why - what are the changes?

What will be the intended purpose of the rifle? if for BR the older 1413 would be better suited, simply for the firing pin setup being heavier.
