I have observed similar changes in temp when using propane for annealing and other things as well. I don't anneal as many cases as some and just can't bring myself to use a space taking 20 # bottle. I don't recall the flame/temp getting colder as time goes by, always it increases and this has led me to believe that it caused by the expansion of the metal as it's temperature rises. This expansion is likely increasing the size of the orifice or the valve the fuel flows from or through. I have not verified my theory scientifically but I know as long as I allow the flame to burn a while before I make a final adjustment and set the time the case is kept in the flame I get much more consistent results.
