Anneal before or after

+1 Before.

Clean them up and anneal so that when you size them the brass gives consistent headspacing and neck tension.
 
I don't think it makes a rat's patoot of difference to the brass except to add an extra working session to the life of the brass to do it any way but the way I do it...........................so............ but I do mine after I clean the brass but before I decap--which is also my FL sizing step.
 
Decap first if you use a Wilson-type punch & case base otherwise CLEAN those cases before running them into a decapping die anywhere near a press. That primer grit is nasty abrasive stuff, nothing you want near a press ram.

Then anneal once they're clean.

Then re-size.
 
Very important to be clean before annealing. Don't burn dirt into your brass. --Jerry
 
I like to decap and clean first. Seeing the color change in the brass when it's clean helps me to avoid scorthing the brass with too much flame time.
