Anderson vs24 questions

My step dad and I have been talking about going half on a 223 and I am talking with some one right now selling an Anderson vs24 with aeroprecision lower. I'm having a hard time finding info on it. Seems like it's a 24inch bbl and a 1-8.5 twist (or 1:8??). Any one have experience with this upper? I know less then nothing of ARs. I'd use handloads and use strictly for target shooting at various distance within reason. I decided to look for 223 mostly because of cost and I'd like to own a gun chambered in my old military m16 and m4 chambering. I wasn't thinking AR platform but its a deal. Current owner says it can put 10 rounds into a penny size group at 100 yards and have less then 20 rounds total fired through bbl. I'm curious if these have a reputation or if the resale value is decent with them. I also am curious if you can rebarrel an "upper" or if you have to buy a new upper. I don't have much time to research this right now and hoping to make a decision on it this week.
 
Haven't seen 8.5 twist barrel, 7, 8, 12 are common, I would ask what brand barrel it has, also, what brand trigger or lower parts were used in this build, these parts will Usually determine the value, can you share the asking price?

So it has less than 20 rounds total thru it and the owner is claiming it will group 10 rounds that a penny will cover...so theoretically it only did this fabulous group 1 time. I don't know how much stock I would put in the owners claim of this rifles perceived accuracy....UNLESS he had stated "penny sized groups all day long"...Aaaand "If he does his part";):D

The current owner is a little old lady who lives in a shoe and only drives it on Sundays.

Anderson sells a lot of different configurations and a lot of plain old parts for do-it-yourself guys so no telling what you're looking at (other than a pretty big snow job from the seller).
