WHAT SHOULD I TIGHT MY ACTION SCREW ON A LAWTON 7500 ACTION TO AND IS DO YOU TIGHTEN THE BACK THEN THE FRONT WHAT IS THE PROPER WAY ?

Do it in steps a bit at a time, front to back until you get the correct torque that was stated.
The rear is always done last.....

I would caution you from using a foot pound torque wrench in that low of a range.

Those wrenches are not accurate in their bottom or top 20 percent.

Use a good inch-pound wrench that has a range of 0-250 in/lb.
