Accuracy question and forming 7mm WSM Brass

A friend of mine has a Kimber rifle in 7mm WSM. Accuracy has not been that good. We have noticed that after shooting his fired cases the necks are black. Could this be effecting his accuracy? Is a lack in pressure keeping the case from stretching to chamber dimensions? His load does not seem to light, velocity around 2900 fps. Also, can you make 7mm WSM cases from 300 WSM cases and if so, how would you go about doing it? - this would be in hopes of increasing the neck diameter of the case to prevent the blackened necks.
 
When you are dealing with thick case necks annealing the cases properly will do wonders for sealing the chamber!!!
