Some years ago I talked to Western Powders and asked if these powders were the same. The answer was yes they are, both made in Belgium by PB Clermont. Fast forward to today, A-2230 is listed by Hodgdon as made in the USA and Xterminator is still shown as made in Belgium. However, Hodgdon load data for them still show identical charges, identical speeds, identical pressures just as my Western #1 manual shows. Lot variation alone with powders cant be maintained this tight so how can powder from 2 different countries be identical. I have both and they appear different. So Hodgdons data is flawed or these powder have to be the same powder
