With IMR-3031... I highlighted the column corresponding to 2,088 fps. at 38.4 gr imr3031.
But as you can see and as Kurz pointed out, the powder doesn't even reach 90% burn at such a low pressure level.

Ran the #'s with N-133 and it doesn't look a whole lot better than imr-3031.
For reduced loads I like using H-4895 (not imr-4895).
H-4895 even tho it doesn't make a complete burn in reduced loads, in my experience it still doesn't burn dirty at the lower chamber pressures. I did use magnum primers with H-4895 reduced loads to help with the burn.

Excellent information. I believe I will be using this as a starting point
 
I am looking for a 200 grain bullet at 2400 fps

This is the information I was working from, 2400 fps not 2000 fps.

I was also using the Hawk Bullets 200 gr. RN information which will have another effect on the amount of powder burned based on seating depth. I used 2.800" as an OAL in order to get a reasonable amount of bullet in the neck. I quit shooting lead bullets about 20 years ago when I got too busy to spend the time casting and my interest switched to long range. So I ignored the request for a suggestion for the bullet mold. When rearranged, the suggested powders will all be at 98% burnt or better.

Bullet : .366, 200, Impala LW CFN Bullet

This Impala Bullet is a 'Light Weight' solid, not a lead bullet although perfectly suitable for this situation:

The introduction of the Bosvelder range of bullets resulted from Koos Barnard’s request to make him a Flatnose Semi-Wadcutter type bullet for his .375 H&H Magnum during his research for the article published in Man Magnum of July 2010(see reviews). It was immediately realised that the bullet shape and general appearance would be very much accepted by the South African bushveld hunters. After feedback from Koos, the bullets was tested in .30 and .375 calibres by various Impala Bullet hunters and performed excellent in every way the LWHV does. We thus have decided to introduce the CFN (Bosvelder) range in all calibers’ as an equivalent performer to the LWHV bullet.

I don't know why I picked 2,000 fps as a baseline. Maybe because I'm not very well versed in cast bullets and thought cast bullets work best up to 2,200 fps.

But the Quickload data is still relevant, just look at the lines where 2,400ish fps are and go from there.

2,400 fps is still far from MAX charge weight so lots of room for adjustment.

Edit:... I'll just edit my posts and highlight in bold the lines corresponding to 2,400 fps.

Will make things a little easier for everyone and literally an effortless thing for me to do.

NOE makes a nice 9,3 bullet mold. I shoot it in my new 9,3x62, a mannlicher stocked 20" Lothar Walther barrel a friend in Iowa did for me. I am an absolute junkie for 98 Mauser action rifles.
