6x47 and Varget variables

Am try to get a load for my 6x47Laupa.
And am getting variations with different lots of Varget.
First partial 1# Lot 4407 with 36.5 grain is 64.0 in my Harrell powder measure.
Second 1# Lot 1041706/4343 with 36.5 grains is 64.4 in measure.
Third 2# Lot 1121906/4441 with 36.5 grains is 63.3 in measure.
This makes about 1.1 grains difference between lots.
My questions is how do you compensate for these differences?
Would just loading at 36.5 grains with all the lots be the same have the same pressure and accuracy? Or.
Would the same Harrell powder setting for all the lots be the same pressure and accuracy even if their is 1.1 grains different?
I have been loading longer than I want to acknowledge. But I have never had this much variations between lots. I also acknowledge that I could find this info out by spending time loading and crony the loads, but hope someone can up date me.
 
1 - weigh the charges...don't count on the harrels.
2 - mix all the lots of VARGET together in one big lot...no more variation.

varget varies...that's just the way it is.
