6BRX Sizing ???

I have a BRX no turn .272 chamber. I am trying to use a Redding FL die with a .269 bushing. I screwed the die down about 1/4 inch at a time in order not to oversize the case. However when I reached the point to where the neck had enough grip to hold the bullet it is pushing the shoulder down. Do I need to get a neck die and body die or am I doing something else wrong????

Savage guy I did not call because it got late on me. Turns out the five cases I was working with had been neck turned, so the 269 bushing was three thou to big. All the other cases are good to go. Thanks!!
